Help with Permissions for Guests vs Registered Groups

I am trying to accomplish the following, but seem to around in circles:

1) Allow guests/anonymous users to view albums, rate images, and post comments only.

2) Allow a registered user to do the following:

*   view albums, rate images and post comments ...
